Zachary Kaplan

Managing Director

Zachary Kaplan is a Managing Director with Teneo’s Management Consulting business, based in Washington, D.C.

Zachary works at the intersection of policy and business strategy, helping clients develop approaches that drive both commercial success and positive economic impact. With more than 17 years of experience, he specializes in localization, trade and investment policy, and industrial and economic participation agreements that foster sustainable local growth.

Zachary has worked in more than 25 countries across the Middle East, Latin America, Sub-Saharan Africa, Europe and North America, giving him a broad perspective on risks and opportunities in OECD countries and emerging markets. Prior to joining Teneo, he served as a Partner at Roland Berger, held several roles at the World Bank and founded the Sustainable Business Group at DAI.

In addition to his client work, Zachary serves as an Executive in Residence at Cornell’s Brooks School of Public Policy and an Adjunct Lecturer at Georgetown University’s McCourt School of Public Policy. In these roles, he has taught and published on topics, such as economic sustainability, international development, trade and tariff policy, industrial participation agreements and workforce development. He has applied this expertise across a range of sectors, including energy, industrials, chemicals, automotive and finance.

Zachary holds a B.A. from Cornell University and a Master’s degree from Georgetown University.
