Sean Benghiat is a Managing Director with Teneo’s Capital Projects & Infrastructure (CP&I) team, part of the firm’s Financial Advisory business in the Middle East. Based in Dubai, Sean focuses on supporting both public and private sector leaders in designing and delivering commercially sound infrastructure programmes that align with national visions, strengthen institutional capacity and drive long-term socio-economic development.
Sean brings over 13 years of experience advising on infrastructure financing and public-private partnerships (PPPs) across the Middle East. As a qualified structural and civil engineer, Sean has supported sovereign entities, ministries and developers on some of the region’s most strategic mandates, spanning social infrastructure, transport, utilities and urban development.
Prior to joining Teneo, Sean led the PPP procurement advisory services at Deloitte in the Middle East, where he advised across the full lifecycle of capital projects – from feasibility and commercial structuring through to procurement execution and financial close.
His recent project experience includes the NEOM Residential Communities PPP, the Zayed City Schools PPP and the Khalifa University Student Accommodation PPP, each of which has secured international recognition for innovation and value-for-money outcomes. Sean’s work has been instrumental in helping secure several industry accolades, including Financial Advisor of the Year at the Partnerships Awards 2023, MENA Financial Advisor of the Year at the IJGlobal Awards 2024 and a finalist position at the Partnerships Awards 2024.
