Matt Francis is a Senior Managing Director with Teneo’s Financial Advisory business and leads the firm’s regulatory practice.

Matt is a chartered accountant with over 16 years of financial services experience. Prior to joining Teneo he led KPMG UK’s insurance prudential risk, regulatory and reorganisations team, where he provided advice to CEOs, CROs and CFOs of insurers and brokers on strategy, regulatory change and transformation.

Over the past four years, Matt has advised over 20 insurance and intermediary groups on their corporate structures and supported a significant proportion of these with authorisations and other regulatory approvals. These multidisciplinary engagements have supported clients in shaping, simplifying or optimizing their legal entity, capital and operational structures to effect transformational change and deliver corporate strategy.

Matt has a detailed knowledge of UK and European Solvency II regimes, having supported a number of groups on risk and capital, governance, risk management, reporting and group supervision. Matt has also previously advised on aspects of the Bermuda, Hong Kong and IFC solvency regimes.

Matt regularly helps senior executives in financial services firms prepare for their regulatory approval interviews through training and mock interview practice. He also advises companies on the effectiveness of their board governance and risk functions. Matt has recently advised a number of insurers and brokers on developing their ESG and climate risk disclosures and helped a firm design and establish the reporting processes, systems and controls to implement UK and European sustainability reporting requirements. Matt has recently reviewed a client’s implementation of its framework, metrics and processes to support compliance with the UK Consumer Duty requirements. He has also reviewed a firm’s FCA complaints reporting processes and controls.

Matt originally trained as a barrister, has strong relationships with the UK regulators and industry trade associations and has been interviewed by, and written articles for, industry press.
