Managing Director

Elsie Leung is a Managing Director with Teneo, based in Hong Kong. She has two decades of corporate affairs advisory and senior management experiences at both in-house and global communications consultancies across the Greater China region.

Elsie has a proven track record of advising multinational and Chinese global companies and not-for-profit organisations on public affairs, policy advocacy and corporate reputation. For the past two decades, she had advised a regional wine and spirit coalition to achieve tax zero for its imported wine products in Hong Kong, a global infant nutrition brand to manage complex market issues and to establish government and stakeholders’ relations in Greater China, and a Chinese global automotive brand to enter the public transportation segment in Hong Kong. Elsie was also involved in the controversial public consultation and stakeholder engagement exercise on the building of the Three-Runway system and instrumental in building up public communications and policy advocacy capabilities of Our Hong Kong Foundation, Hong Kong’s leading public policy think tank, where she served as the Communications Director.

Elsie is a British Chevening scholar. She has a Master of Arts degree in International Politics and East Asia from Warwick University and a journalism degree from the Chinese University of Hong Kong.
